Ulkomaille muutaa vuosittain yli 8000 suomalaista. Lähtösyitä ei eritellä, mutta yleensä muutetaan joko töiden, opiskelun tai rakkauden perässä. Useimmat haluavat palata takaisin Suomeen jossakin vaiheessa, ainakin joksikin aikaa. Myös Suomeen muuttavien ulkomaalaisten määrä lisääntyy, koska tietyillä sektoreilla on työvoimapula. Sekä maailmalle lähtevät suomalaiset että tänne tulevat ulkomaalaiset tarvitsevat tukea, jotta asettautuminen uuteen kulttuuriin ja aikanaan takaisin kotimaahan sujuisivat mahdollisimman hyvin.

The new year will bring changes to the payment of paternity allowance during the parental leave. Paternity allowance can be paid for up to 54 working days or about 9 weeks.
After 1 January 2013, paternity allowance is available for a longer period and its timing is more flexible. Fathers can take a leave of 1 to 18 working days and receive paternity allowance while the mother receives maternity or parental allowance. The remaining paternity allowance days can be taken after the maternity or parental allowance period. If they wish, fathers can use all of their entitlement of 54 working days after the maternity and parental allowance period.
The change is relevant to parents who begin to receive special maternity allowance, maternity allowance or (applicable to adoptive parents only) parental allowance after 1 January 2013. If payment of the allowance began in 2012, the paternity allowance is paid in accordance with the previous legislation during the paternity leave and the daddy month. Some paternity leaves will continue to be taken in the form of a 'daddy month' until 2014.
Paternity allowance was paid to xxx fathers in 2012. Seventy-three percent of fathers, on average, take a paternity leave of 18 working days after the birth of their child. Paternity leave in the form of a daddy month is taken only by 3% of fathers. This change in the paternity leave arrangements is aimed at encouraging fathers to take more family leaves and to make the practice of taking a family leave more flexible.
Changes to the paternity leave
Paternity allowance is paid for a longer period than before. Fathers can receive paternity allowance for up to 54 working days. Days for which fathers are paid paternity allowance are no longer deducted from the parental allowance entitlement, as was the case with the daddy month.
The daddy month scheme is discontinued.
There is greater flexibility in the paternity leave. Before 2013, fathers had to take a paternity leave of 1 to 18 working days before the end of the parental allowance period. The entire paternity leave can now be taken after the parental allowance period.
The paternity leave can be taken at a later time than before. It must be taken before the child is 2 years old or, in the case of adoption, before 2 years have passed since the child was placed with the adoptive parents.
Fathers no longer forfeit their leave entitlement if another child is born or adopted into the family. Under the earlier rules, the daddy month was not available if maternity, paternity or parental allowance was paid for another child.
The application period for the paternity allowance is extended. Applications for the allowance must be submitted no later than 2 months after the child reaches the age of 2 years or after 2 years have passed since the child was placed with the adoptive family.
Children can attend day care before the paternity leave. Postponing the paternity leave used to be possible only if the child had been looked after at home.
Parents can receive both child home care allowance and paternity allowance at the same time. However, the basic child home care allowance and the paternity allowance paid after the maternity and parental allowance period are coordinated with each other. Parents can receive basic child home care allowance if it is higher than the amount of the paternity allowance. Paternity allowance paid during the maternity or parental allowance period is not coordinated with the basic child home care allowance.
