The flexible care allowance is introduced as a new benefit to support the care of small children.  A new exempt amount is adopted in the unemployment security scheme. Unemployed persons will be able to earn up to €300 per month without suffering a reduction in their unemployment benefit.

Health insurance coverage is improved by lengthening the maximum eligibility period for the partial sickness allowance to 120 working days. The maximum annual limit on out-of-pocket medicine expenses is lowered to €610.
